Indonesia, Italy submit UN security plan for Two-State Solution

Jakarta (ANTARA) – Indonesia and Italy have submitted concrete recommendations on security issues related to the Two-State Solution, developed through consultations with all UN member states.

The two countries were entrusted to lead the Working Group on Security Issues as part of the preparation process for the conference held at the UN Headquarters in New York from July 28 to 30, according to a written statement from Indonesia’s Foreign Affairs Ministry on Tuesday, July 29.

Indonesian Deputy Foreign Minister Arrmanatha Nasir, who led the Indonesian delegation to the conference, stated that the working group aimed to identify security guarantees, as well as define the scope and tasks of a stabilization mission under UN command.

He said these two aspects are essential pillars for achieving lasting peace in the Palestine-Israel conflict.

According to the Foreign Affairs Ministry, Indonesia and Italy submitted four concrete recommendations during the Conference Preparatory Meeting on Monday morning, July 28, New York time.

The first recommendation is the establishment of credible and equal security guarantees for both states through the cessation of violence and the affirmation of both parties’ equal right to security.

Nasir outlined several proposed actions, including a permanent ceasefire, the establishment of a Palestinian transitional authority in Gaza, and the development of a regional security architecture to foster trust.

The second recommendation is to empower the Palestinian Authority to independently manage security and assume responsibilities in both Gaza and the West Bank, to promote the reunification of Palestinian territories.

Recommendations include establishing an International Coordination Framework under the UN and a mechanism for the gradual transfer of security responsibilities to the Palestinian Authority. Indonesia also emphasized that there was a strong consensus among UN member states rejecting forced displacement, as well as any demographic or territorial changes to Gaza and other occupied Palestinian territories.

The third recommendation calls for efforts to build mutual trust, aiming to strengthen both sides’ capacity to uphold shared responsibilities for maintaining stability and security.

Suggested actions include establishing a ceasefire monitoring mechanism, capacity-building programs for the Palestinian Authority, and support for peacebuilding efforts by civil society organizations.

The fourth recommendation involves the creation of an international protection mechanism and defines the UN’s role in it. Within this framework, the working group proposed drafting a resolution for the deployment of a UN Stabilization Mission in Gaza and an Oversight Mission in the West Bank.

These recommendations align with Indonesia’s diplomatic priorities, particularly in following up on President Prabowo Subianto’s commitment to ensuring security guarantees and international support for the deployment of Indonesian peacekeeping forces in Palestine.
