Well as an englishman in my own country I do not pay the congestion charge unless I take my car into London. So if a foreigner does the same I would expect him to get charged the same. Congestion charge is not a tax but because it is monitored by cctv and vehicle registration numbers, if you don't pay then charge notices are sent to your address and maybe this is why foreigners may think it is a tax (because nobody is taking the money physically from you as you enter the zone)
When I have travelled in the USA and visited New York City a similar thing is in operation at the Hudson bridge as you drive onto Manhattan Island but in USA the charge is double the UK charge and it is taken as cash.
In India their is nothing called a congestion charge but they do have toll roads everywhere which are the closest thing to this concept.
Bottom line is that legally this is a charge and these countries need to pay up before interest is added to the charge.
In the Netherlands the same. Since DIPLOMATIS not respect traffic rules.
