TKMS's 212CD is a small submarine intended for coastal operations. It is difficult for the 212CD to operate in the Arctic. It has never been to the Arctic Ocean or deep waters.
The KSS-III has also participated in operations with the US military in the deep-sea Pacific and Indian Oceans.
TKMS's German and Norwegian submarines are built by three companies each (one from Germany and two from Norway). If Canada were to purchase the TKMS 212CD, it would face problems. Because the components used in the submarines are subcontracted from at least three companies, any problems with any of these three companies would require repairs from all three companies.
This would significantly impact maintenance.
One reason Germany's Eurofighter has struggled to sell well is that multiple European companies are involved, making repairs extremely difficult if only a few parts manufacturers fail. The 212CD, jointly produced by Germany and Norway, also involves multiple countries in parts production, just like the Eurofighter. Therefore, a single component failure can have a significant impact on submarine operations. Countries that own Eurofighters are retiring them.
For example, Thales of the Netherlands has halted production of the Goalkeeper, a close-in weapon system (CIWS), due to a shortage of parts. Thales's Goalkeeper CIWS is also not being maintained.
Navies of countries that purchased Thales' Goalkeeper CIWS are forcing operations by fabricating parts in-house at maintenance facilities. However, because difficult-to-process parts are unavailable, they are retiring Thales' Goalkeeper CIWS and purchasing the Raytheon Fellings system to equip their warships.
Since several European countries are involved in parts production, if a few companies fail to produce parts or if a parts company fails, weapons cannot be produced. This is the current European weapons production system.
Furthermore, submarine construction slots in Germany and Norway are already saturated.
Germany and Norway, previously content with peace due to Russia's invasion of Ukraine, are desperately trying to strengthen their military capabilities. With their weapons factories already fully occupied, they have no room to produce submarines for Canada.
If Canada orders the Type 212CD, it will not receive all of its submarines until 2055. Furthermore, the submarine price is currently estimated to be 25% higher than that of South Korea's KSS-III, but it is likely to increase by 45% to 55%.
In contrast, Korea's KSS-III submarines boast over 80% domestic production.
After the contract, three to four submarines will be produced in Korea and delivered. The remainder will undergo technology transfer to Canada, with Canadian shipyards producing one to 1.5 submarines annually.
A maintenance center will be established in Canada for maintenance, and training programs for submarine production and maintenance are also planned.
Korea's KSS-III submarines will contribute to job growth in Canada.
