According to information obtained from the Legal Documentation and Information Network (JDIH) of the Ministry of State Secretariat here on Friday, the law was signed by the President on October 29, 2025, in Jakarta.
This regulation serves as the domestic legal basis for the bilateral treaty, aimed at strengthening law enforcement cooperation between the two countries, particularly in combating transnational crime.
The agreement was previously signed by the Indonesian and Russian governments on March 31, 2023, in Bali, Indonesia.
The ratification was carried out following the mutual approval of the Indonesian House of Representatives (DPR) and the President.
Article 1 of Law No. 19/2025 stipulates that the extradition treaty is ratified, with copies of the original text in Indonesian, Russian, and English attached as integral parts of the law.
The law was issued on the consideration that, as part of the international community, Indonesia needs to establish international relations and cooperation.
The general explanation of the law notes that advances in science and technology, especially in transportation, communication, and information, have made borders almost “borderless,” increasing opportunities for suspects or criminals to evade investigation, prosecution, examination, or punishment.
The extradition agreement is expected to strengthen bilateral cooperation in law enforcement based on mutually beneficial principles.
It also complements previous cooperation under the Mutual Legal Assistance in Criminal Matters Agreement, ratified through Law No. 5 of 2021.
Law No. 19/2025 regulates key aspects of extradition, including the obligation to extradite offenders, extraditable crimes, grounds for refusal, necessary requests and supporting documents, and procedures for surrendering individuals.
