When I saw a video of the Costco evacuation earlier, shot by a customer, I wondered why an employee was apparently yelling to people to get out instead of using a loudspeaker inside the store. Now I see that the man who was yelling was actually this policeman. That still doesn't explain how the store had no procedure to announce an immediate evacuation more quickly and thoroughly.

The poor woman who was saying in spanish " I don't have a car!" She didn't have a way to leave and she wasn't able to say so in english to the officer. It appears he understood some spanish and she could understand some english. This is an excellent example of why it is important to learn another language. Speak some english if you live in the US. Speak some spanish if you are an english speaker in the US southwest. My grandfather insisted I learn to speak spanish and not just english while I was growing up. I thank him for it every day.
