Immigration and Corrections Minister Agus Andrianto said the GCI allows the Immigration Directorate General to grant permanent residence permits of indefinite validity to foreign nationals who have qualifying blood, kinship, historical or other strong ties to Indonesia.
“The GCI offers a solution to dual citizenship issues by allowing foreign nationals with strong links to Indonesia to reside here without changing their nationality or bypassing existing regulations,” he said in a statement on Wednesday.
Andrianto described the initiative as evidence of Indonesia’s ability to adapt to global developments without compromising its sovereignty or its commitment to the single citizenship principle.
He explained that the GCI is intended for former Indonesian citizens and their children and grandchildren, as well as foreign nationals legally registered as the spouses of Indonesian citizens or former Indonesian citizens.
The facility is also available to children born from lawful marriages between Indonesian citizens and foreign nationals.
The minister emphasized that the government will not extend this facility to foreign nationals from territories formerly part of Indonesia, individuals involved in separatist activities or those who have served as civil servants, intelligence officers or military personnel of other countries.
Applications for the GCI can be submitted online through evisa.imigrasi.go.id. The scheme integrates the issuance of limited stay visas, the conversion of temporary stay permits into permanent residence permits and the granting of unlimited re-entry permits.
Andrianto noted that several countries implement similar systems, citing India’s Overseas Citizenship scheme as an example.
“Indonesia’s immigration system will continue to respond to global needs and challenges. The GCI reflects our commitment not only to improving public service but also to keeping pace with global developments,” he said.
